A new image is built only when the delayed-message plugin publishes a new version.

This guarantees:

• Plugin availability
• Version compatibility
• Reproducible builds
• No dependency on latest

⁠Included Components

• Base image: rabbitmq:<version>-management
• Plugin: rabbitmq_delayed_message_exchange:<version>

The RabbitMQ version always matches the plugin version.
