Windows Server Nano based image with Sonatype Nexus 3 OSS

Nexus 3 OSS repository as a container using Windows Server Nano images to support running Nexus in a windows docker environment.
The image by default will place the data into 'C:\data' to be mapped to the host file system to make backup / restores simple.
The tag formatting will be 'windows arch'-'Nexus 3 OSS version' example: sac2016-3.15.2-01 for Server 2016 SAC with Nexus 3 OSS 3.15.2-01
Latest is currently sac2016-3.15.2-01
