rsyslog/rsyslog_dev_base_ubuntu repository overview

This contains everything that is needed to build rsyslog from source. rsyslog-provided libraries are installed from the most recent Adiscon-provided stable repositories. Some third-party components (like librdkafka) are installed from their recent git versions.
