The tag docker.io/fnndsc/conda:cuda-fallback⁠ is a manifest list created from docker.io/fnndsc/conda:python3.10.2-cuda11.6.0 for amd64 and arm64, but docker.io/fnndsc/conda/python3.10.2-cuda10.1 for ppc64le. This is for two reasons:

• upstream image nvidia/cuda doesn't provide a CUDA version 11.6.0 image for ppc64le
• one of our Power9 machines is running RHEL 7.6, which has outdated drivers
