This image is one of two required for creating an encrypted overlay for Kubernetes under UCP. This image manages a shared key ring that the other component (ucp-secureoverlay-agent) uses to configure encrypted tunnels in the cluster. The image creates the key ring if it was previously empty and then rotates the keys in the key ring every 12 hours.
